Subrecipient Cooperative Agreements

The SRTA Sub-recipient Cooperative Agreement (SCA) was developed in response to oversight agencies wanting to ensure that the grant requirements that SRTA is beholden to, in accepting federal and state grants, are also adhered to by local agencies when SRTA passes through grant funding to them to accomplish transportation work on SRTA’s behalf.  Local agency SCAs with SRTA are annually developed, and executed, based on pass-through funding approved in the SRTA Overall Work Program.  An SCA specific to Regional Surface Transportation Program (RSTP) exchange funding was added in FY 2018-19.
