Description:
The Infrastructure Investment and Jobs Act (also known as “Bipartisan Infrastructure Law”) established a new Safe Streets and Roads for All (SS4A) competitive grant program, funded with $5 billion over 5 years. The program’s purpose is to “improve roadway safety by significantly reducing or eliminating fatalities and serious injuries through safety action plan[s] and implementation projects.” Plans and projects focus on pedestrians, bicyclists, public transportation users, motorists, personal conveyance and micromobility users, and commercial vehicle operators. An approved Comprehensive Safety Action Plan (or equivalent document) is required to apply for implementation grant funds.
Eligible Activities:
- Development of Comprehensive Safety Action Plan, with these required elements:
- Public commitment with established goal to work toward zero fatalities and serious injuries on roadways.
- Safety data analysis and equity impact assessment of proposed strategies and projects
- Public and stakeholder outreach.
- Identification of opportunities to prioritize transportation safety in policies, plans, guidelines, and/or standards.
- List of selected strategies and projects to reach zero fatalities/serious injuries goal.
- Annual reporting and monitoring of progress toward Action Plan’s goal.
- Supplemental Action Plan activities, including: Action Plan updates; data collection; feasibility studies using “quick-build” strategies that inform permanent projects; equity assessments; progress reports; and other complementary planning efforts.
- Implementation of strategies and projects identified in Comprehensive Safety Action Plans.
Eligible Entities:
- Eligible applicants include one of, or a combined grouping of, the following entities:
- Metropolitan Planning Organizations (MPOs)
- Cities, counties, and towns
- A transit district, authority, or public benefit corporation
- Federally recognized Tribal governments
- Other special districts
