The Bipartisan Infrastructure Law (BIL) established the new Reconnecting Communities Pilot (RCP) competitive grant program, funded with $1 billion over 5 years. Funds can support planning, capital construction, and technical assistance to equitably and safely restore community connectivity through the removal, retrofit, mitigation, or replacement of eligible transportation infrastructure facilities that create barriers to mobility, access, or economic development.

Eligible Facilities:

A highway, including a road, street, or parkway or other transportation facility, such as a railroad track, that creates a barrier to community connectivity, including barriers to mobility, access, or economic development, due to high speeds, grade separations, or other design factors.

Examples of Reconnecting Solutions:

  • High-quality public transportation
  • Infrastructure removal
  • Pedestrian walkways and overpasses
  • Capping and lids
  • Linear parks and trails
  • Roadway redesigns and complete streets conversions
  • Main street revitalization
