Federal Transportation Improvement Program (FTIP)

The Shasta Regional Transportation Agency (SRTA) prepares a four-year program of planned transportation projects for the maintenance, operation, and construction of the Shasta transportation system. Typically, the projects included will either receive federal funds, or are regionally significant–despite the funding source. This comprehensive program of regionally significant surface transportation projects is developed in consultation with the public, as well as federal, state, city, county, tribal, and federal land management agency partners.

2027 Shasta FTIP

The Shasta Regional Transportation Agency (SRTA) has prepared the Draft Shasta 2027 Federal Transportation Improvement Program (FTIP) and is seeking input from the SRTA Board of Directors, partner agencies, and the public.

The FTIP is a federally required programming document that identifies transportation projects proposed for implementation using federal, state, and local transportation funds within Shasta County. The FTIP includes projects sponsored by local jurisdictions, transit operators, Caltrans, tribal governments, and other eligible agencies.

The SRTA Board of Directors will review the Draft Shasta 2027 FTIP at its meeting on June 24, 2026. Following board review, SRTA staff will prepare the document for a 30-day public review period and may make minor revisions and administrative modifications in response to public and agency comments before submitting the FTIP to Caltrans for review in August 2026. The Draft Shasta 2027 FTIP is anticipated to be considered for final adoption by the SRTA Board of Directors in September 2026.

2025 Shasta FTIP

The SRTA Board of Directors approved the Final 2025 Shasta FTIP (opens in a new tab) at its meeting on September 26, 2024 through the adoption of Resolution 24-09 (opens in a new tab). The 2025 FTIP received state approval on November 15, 2024 and federal approval on December 16, 2024. 2025 FTIP Amendments

Shasta 2025 FTIP – Formal Amendment 6

Formal Amendment 6 to the 2025 FTIP has received local, state, and federal approval. The amendment makes programming adjustments for the Redding Area Bus Authority’s (RABA’s) transit operating assistance and capital acquisitions, including funding for intercity services to Sacramento and the community of Burney. Formal Amendment No. 6 was publicly available from January 16, 2026, through January 23, 2026, 6:00 PM for review and comment.

SRTA approved the amendment on January 26, 2026. State approval was received on January 29, 2026 and federal approval was received on February 2, 2026.

Shasta 2025 FTIP – Administrative Modification 5 (opens in a new tab)

Administrative Modification 5 to the Shasta 2025 FTIP (see above link) has been approved locally (see attached approval). The administrative modification updates the Highway Bridge Program Group Project listing in all active years of the 2025 FTIP to align with the list updated by Caltrans Headquarters on October 13, 2025. Updates include multiple project programming adjustments and the removal of two projects: 1) Cal Fire’s project# 4697 (Middle Br. Rd. over Bullhock Creek), and 2) the city of Redding’s project# 3641 (Sharon Ave. over ACID Canal). The modification also updates the grouped project listing for SHOPP Bridge Rehabilitation Projects to program over $101M in SHOPP AC funding toward a new Whiskey Creek Bridge in FY2025/26.

SRTA approved the administrative modification on November 6, 2025.

Shasta 2025 FTIP – Amendment 4 (opens in a new tab)

Formal Amendment 4 to the 2025 FTIP increases programming for the Redding Area Bus Authority’s (RABA’s) transit operating assistance; programs funding for RABA’s acquisition of battery-electric buses, a van, a support vehicle, and a vehicle charger; programs funding toward a safety improvement project on SR 273, and adds another safety improvement project on SR 44; and programs funding toward three SHOPP Minor projects. The amendment integrates changes from Administrative Modifications 2 and 3, and makes minor technical corrections. The amendment was available from September 11, 2025 through September 25, 2025, 4:00 PM for public review and comment and was approved locally on September 25, 2025. State approval was received on September 26, 2025, and federal approval was received on September 29, 2025.

Shasta 2025 FTIP – Administrative Modification 3 (opens in a new tab)

Administrative Modification 3 to SRTA’s 2025 FTIP makes a technical correction to reflect the correct type of Regional Improvement Program funds being used for the Fix-5 Cascade Gateway project in FY2024/25; updates the Highway Bridge Program group project listing per changes released by Caltrans Headquarters on March 25, 2025; and moves $500k in Local Carbon Reduction Program funds for the City of Redding’s Victor Avenue and Cypress Avenue Active Transportation (VCAT) Project from construction to right-of-way in FY2024/25.

SRTA approved the administrative modification on April 11, 2025.

Shasta 2025 FTIP – Administrative Modification 2 (opens in a new tab)

Administrative Modification No. 2 to SRTA’s 2025 FTIP corrects an administrative error by updating the programmed amount of $155,919 in FTA5311(f) funds including $125,881 in toll credits in FY2024/25 toward operations assistance for Route 299x. The new programmed amount of FTA5311(f) funds including $125,881 in toll credits in FY2024/25 is $281,881.

SRTA approved the administrative modification on March 21, 2025.

Shasta 2025 FTIP – Amendment 1 (opens in a new tab)

Formal Amendment 1 to the 2025 Shasta FTIP increases programming for the Fix 5 Cascade Gateway project; operating assistance for RABA’s rural areas, including Route 299x; RABA’s acquisition of transit vehicles; construction of Redding’s Victor Avenue and Cypress Avenue Active Transportation (VCAT) Project; and construction of Shasta Lake’s Shasta Dam Boulevard Complete Streets project. The amendment also includes some corrections to administrative errors. The amendment was available from January 3, 2025, through January 17, 2025, 4:00 PM for public review and comment and was approved locally on January 17, 2025. State approval was received on January 30, 2025, and federal approval was received on February 28, 2025.

2023 FTIP Amendments

Shasta 2023 FTIP Administrative Modification No. 9 (09-17-2024) (opens in a new tab)

Administrative Modification No. 9 to SRTA’s 2023 FTIP updates SHOPP Minor programming per guidance received from Caltrans Headquarters on August 13, 2024. This amendment Increases construction costs for a Class I bike trail on SR299 in, Old Shasta, to $2,360,000. This amendment programs $518,000 to replace culverts near Seaman Gulch Rd in Shasta County. Also, this amendment programs $385,000 toward the installation of a flashing beacon on Lincoln St. in Redding. Administrative Modification No. 9 to SRTA’s 2023 FTIP also updates the SHOPP Roadway Preservation grouped project listing to align with corresponding changes approved by the California Transportation Commission at their June 27-28, 2024 meeting. In addition, this amendment increases programming by $3,066,000 for rockfall mitigation measures, establishing disposal sites, and rehabilitating drainage systems on SR 299 near Fall River Mills. SRTA approved the administrative modification on September 17, 2024.

Administrative Modification No. 8 to SRTA’s 2023 FTIP reprograms $153,268 in Highway Improvement Program (HIP) funding from Right-of-Way (R/W) in Fiscal Year (FY) 2023/24 to Preliminary Engineering (PE) in FY 2023/24 for the city of Redding’s Victor Ave & Cypress Ave Active Transportation (VCAT) Project. SRTA approved the administrative modification on July 15, 2024. Final Shasta 2023 FTIP Formal Amendment No. 7 (opens in a new tab)

Formal Amendment 7 to the 2023 FTIP increases funding for Planning, Programming, and Monitoring and the Fix 5 Cascade Gateway project and introduces Carbon Reduction Program funding for operating assistance for the Redding Area Bus Authority’s micro transit service. The amendment updates grouped project listings using State Highway Operation and Protection Program (SHOPP) and Highway Bridge Program funding, as requested by Caltrans Headquarters. The amendment also makes programming adjustments to three projects in the grouped projects listing for bicycle and pedestrian facilities in Shasta County. This amendment was locally approved on June 6, 2024 and received State (6-20-2024) and Federal (6-26-2024) approval.

Final_Shasta 2023 FTIP Formal Amendment No. 6 (1-23-2024) (opens in a new tab)

Formal Amendment No. 6 to the 2023 FTIP makes programming revisions to decrease federal capital funding for the Redding Area Bus Authority (RABA) in fiscal year (FY) 2025-26 and increase that funding in FY2023-24 and FY2024-25. A Program of Projects (POP) (opens in a new tab) outlining federal formula fund use is included in the draft amendment. The amendment also makes programming adjustments to the Highway Bridge Program and an administrative change to a project in the Highway Safety Improvement Program, requested by Caltrans Headquarters. SRTA approved this amendment on January 23, 2024 and has received State (2-1-2024) and Federal (2-1-2024) approval.

Final Shasta 2023 FTIP Formal Amendment No. 5 (09-12-2023) (opens in a new tab)

Formal Amendment No. 5 to the 2023 FTIP makes programming revisions to increase federal operating assistance and capital funding for the Redding Area Bus Authority (RABA) in fiscal years 2023-24, 2024-25, and 2025-26. A Program of Projects (POP) outlining federal formula fund use is included in the draft amendment. The amendment also adds new Minor Program projects and a railroad/highway crossing safety improvement project.

Shasta 2023 FTIP Administrative Modification No. (opens in a new tab) 4 (opens in a new tab) (06-23-2023) (opens in a new tab)

Administrative Modification No. 4 Programs ATP funding ($6.044 million) for Redding’s Victor Improvement Project (VIP) in the group project listing for Bicycle and Pedestrian Facilities in Shasta County, as well as $999k in local funds and $1 million in regional non-motorized funding outside the current programming years (information only). The project builds low-stress active transportation improvements in east Redding. Highway Improvement Program funds are reprogrammed for the Victor Ave & Cypress Ave Active Transportation (VCAT) Project, and regional funding for the Cottonwood Active Transportation Trunk Line Express (CATTLE) Network has increased from $494k in Regional Improvement Program (RIP) funds to $1.311 million in COVID-RIP funds and $350k in RIP funds. This administrative modification also removes the Downtown to Turtle Bay Non-Motorized Improvements project listing, as this project is moving forward as two separate projects without federal funds. Finally, this modification removes references to the Cottonwood Lasso project in the 2023 FTIP document, because the project was removed as part of an administrative modification to the 2021 FTIP. Shasta 2023 FTIP Administrative Modification No. 3 (05-19-2023) (opens in a new tab)
Administrative Modification No. 3 Adds $646,269 in advanced construction to Bridge #06C0104 (Old Alturas Rd. over Churn Creek) in FY22/23 of the Highway Bridge Program group project listing. The project widens an existing two-lane bridge to current standards with two-way left turn lane and sidewalks. SRTA approved the administrative modification on May 19, 2023. 2021 Shasta FTIP

The SRTA Board of Directors approved the 2021 Shasta FTIP (opens in a new tab) at its meeting of February 23, 2021 through the adoption of Resolution 21-01 (opens in a new tab). The 2021 Shasta FTIP includes $162 million of projects for the maintenance, operation and improvement of the transportation system, and is a four-year, financially-constrained program of federally-funded projects–as well as projects of regional significance. The public noticing, review, and hearing of the 2021 FTIP satisfied the Redding Area Bus Authority’s Program of Projects (POP) public review for the use of Federal Transit Administration Sections 5307 and 5339 formula funding. The 2021 FTIP makes progress toward the achievement of federal transportation performance measures. Federal approval of the 2021 FTIP (opens in a new tab) was April 16, 2021. Federal regulations allow agencies like SRTA to group or combine projects that are not considered to be of appropriate scale for individual listing. Grouped projects may also be called “Lump Sum Projects.” SRTA is required to maintain a detailed list of the projects contained in each group:

Formal Amendment No. 7 adds new projects for the State Highway Operations and Protection Program (SHOPP), Minor Program, and Federal Transit Administration Section 5310 funding. Shasta 2021 FTIP Formal Amendment No. 4 (02-07-2022) (opens in a new tab)
Formal Amendment No. 4 adds $1 million and $0.5 million federal transit funding for the Redding Area Bus Authority in Fiscal Years 2021-22 and 2022-23, respectively, and makes concurrent local funding adjustments. A Program of Projects (POP) (opens in a new tab) outlining federal formula fund use is included in the locally-approved amendment. The amendment has been forwarded to Caltrans, Headquarters for recommendation of approval to the US Department of Transportation. Caltrans recommended federal approval February 9, 2022. Administrative Modification No. 3 adds Appendix K (projects managed by the Federal Lands Highways Program and the Tribal Transportation Program), and updates the Grouped Project listings for Bicycle and Pedestrian Facilities in Shasta County and for Bridge Rehabilitation and Reconstruction. SRTA approved the administrative modification on November 16, 2021. No further approval is necessary.

Shasta 2021 FTIP Administrative Modification No. 2 (06-21-2021) (opens in a new tab)
Administrative Modification No. 2 adds an Active Transportation Program project sponsored by the city of Redding. The modification adds $1.449 million in Regional Highway Infrastructure Program funding and $741,000 of $1.092 million in local leverage funds to the Victor Ave and Cypress Ave Active Transportation (VCAT) project in the following active FTIP programming years: FYs 2020-21, 2021-22, and 2022-23. The city of Redding’s $7.822 million Active Transportation Program (ATP) award for the project will be programmed as construction nears. SRTA approved the administrative modification on June 21, 2021. No further approval is necessary.

Shasta 2021 FTIP Formal Amendment No. 1 (opens in a new tab) (06-04-2021) includes programming revisions focused primarily on delaying full-size motor coaches and paratransit vehicle purchases by the Redding Area Bus Authority to beyond the active years of the FTIP. Shasta 2019 FTIP

The Shasta 2019 FTIP (opens in a new tab) was approved by the SRTA Board of Directors at its meeting of June 19, 2018. SRTA forwarded the document to Caltrans Headquarters Programming for incorporation into the Federal Statewide Transportation Improvement Program. 2019 FTIP Amendments

Shasta 2019 FTIP Formal Amendment No. 14 (03-16-2021) (opens in a new tab)

Formal Amendment No. 14 introduces a new SHOPP Emergency Group project listing, and it updates the region’s Highway Bridge Program and Highway Safety Improvement Program. The amendment was approved by SRTA on January 27, 2021 and subsequently approved by the US Department of Transportation on March 16, 2021. Shasta 2019 FTIP Administrative Modification No. 13 (07-16-2020) (opens in a new tab)
One grouped project listing for safety projects under the minor program is revised with Administrative Modification No. 13. Within the listing, two projects are added, while support costs have been added to another two projects. SRTA approved the adjustments on July 16, 2020 with its delegated authority to approve administrative modifications.

Shasta 2019 FTIP Administrative Modification No. 12 (06-24-2020) (opens in a new tab)
Administrative Modification No. 12 adjusts three grouped project listings for safety improvements for collision reduction, roadway rehabilitation, and for the SHOPP minor program. SRTA approved the administrative modification on June 24, 2020; no further action is required by either Caltrans or the US DOT.

Shasta 2019 FTIP Administrative Modification No. 11 (05-13-2020) (opens in a new tab)
Administrative Modification No. 11 adds an Active Transportation Program project sponsored by the city of Redding. In FY 2020/21 $6.74 million of ATP has been programmed for the Bechelli and Loma Vista Active Transportation Corridor Improvements Project. Local match funding in FYs 2018/19 and 2019/20 was also programmed. SRTA approved the administrative modification on May 13, 2020. No further approval is necessary.

Shasta 2019 FTIP Formal Amendment No. 10  (opens in a new tab)(06-03-2020)
Formal Amendment No. 10 includes multiple adjustments: funding and programming for the Redding Area Bus Authority; updating the region’s Highway Bridge Program; adding a federal funding award for the purchase of two vehicle shuttles for Dignity Health Connected Living; and delaying local funding for the Downtown to Turtle Bay Non-Motorized Improvement Program project. Formal Amendment No. 8 updates the Highway Bridge Program (HBP) grouped project listing to Caltrans Headquarters’ 11-01-2019 version. Seven bridges experience some type of programming revision within the update. The U.S. Department of Transportation approved (opens in a new tab) this formal amendment on November 25, 2019.

Administrative Modification No. 7 revised the Bicycle and Pedestrian Facilities grouped project listing to add supplemental Safe Routes to School funding for the city of Redding Bidwell Road Project. SRTA approved the modification on October 3, 2019.

Formal Amendment No. 5 adjusts three grouped project listings: 1) State Highway Operation and Protection Program for Collision Reduction; 2) Highway Bridge Program; and 3) the Highway Safety Improvement Program. Administrative Modification No. 4 revises the Highway Bridge Program (HBP) grouped project listing to add local and Local Advance Construction funds to the county of Shasta Gas Point Road over No Name Ditch bridge project in FY 2018/19. SRTA approved the modification on March 7, 2019.

Shasta 2019 FTIP Formal Amendment No. 3 (2-22-2019) (opens in a new tab)
Formal Amendment No. 3 revises three grouped project listings for the: 1) Highway Bridge Program (HBP); 2) Highway Safety Improvement Program (HSIP); and 3) Bicycle and Pedestrian Facilities in Shasta County. The amendment was locally-approved February 22, 2019, by SRTA and state-approved February 25, 2019 (opens in a new tab), by Caltrans. Administrative Modification No. 2 revised one grouped project listing for Caltrans Minor projects, and was approved by SRTA, with its delegated authority for approval of administrative modifications, on December 20, 2018.

Shasta 2019 FTIP Formal Amendment No. 1 (9-26-2018) (opens in a new tab)
Formal Amendment No. 1 revises two individual listings and two grouped project listings for the 2019 FTIP, and was locally-approved September 26, 2018. Federal approval  (opens in a new tab)of the amendment was concurrent with approval of the 2019 FTIP on December 17, 2018.

2019 FTIP Grouped Project (GP) Listings
Federal regulations allow agencies like SRTA to group or combine projects that are not considered to be of appropriate scale for individual listing. Grouped projects may also be called “Lump Sum Projects.” SRTA is required to maintain a detailed list of the projects contained in each group:

The Shasta 2017 FTIP (opens in a new tab) is a four-year program of projects for the maintenance, operation and improvement of the transportation system. Covering fiscal years 2016/17 through 2019/20, the document includes transportation projects with federal funding and/or projects of regional significance. The Shasta 2017 FTIP was adopted September 13, 2016 by the SRTA Board of Directors and federally approved (opens in a new tab) December 16, 2016.

Final 2015 Shasta FTIP (opens in a new tab)

The final Shasta County 2015 Federal Transportation Improvement Program (FTIP) (opens in a new tab) is a four-year program of projects for the maintenance, operation and improvement of the transportation system. Covering fiscal years 2014/15 through 2017/18, the document includes transportation projects with federal funding and/or projects of regional significance. The 2015 FTIP was approved by the SRTA Board of Directors on June 24, 2014. Both the 2015 FTIP and Formal Amendment No. 1 (see below) were approved by the U.S. Department of Transportation on December 15, 2014.
