The Shasta Regional Transportation Agency (SRTA) is seeking a qualified consultant to prepare environmental documentation and technical support for the 2027 update of the Regional Transportation Plan and Sustainable Communities Strategy (RTP/SCS).
The RTP/SCS is SRTA’s long-range transportation planning document, updated every four years, which establishes a regional vision for transportation investments, land use, and greenhouse gas (GHG) reduction strategies. Consistent with the California Environmental Quality Act (CEQA), SRTA anticipates the preparation of a Supplemental Environmental Impact Report (SEIR) that builds upon the 2015 Programmatic EIR and subsequent SEIRs completed in 2018 and 2022. The SEIR will address new or more severe impacts, reflect recent CEQA case law, incorporate SB 743 requirements, and ensure the plan remains legally defensible.
In addition to CEQA compliance, the consultant will assist SRTA in completing the California Air Resources Board’s (CARB) Sustainable Communities Strategy Submittal Package, conduct air quality and GHG modeling, and provide technical support throughout CARB’s review process to confirm the region’s GHG reduction targets. Public and agency engagement, including scoping and Board presentations, will also be supported.
Funding for this project is made possible through a combination of federal planning funds, toll credits, and Local Transportation Funds.
