The Shasta Regional Transportation Agency seeks proposals from qualified consultants to prepare the GoShasta Regional Active Transportation Plan to strategically guide the future development of non-motorized infrastructure and programs in the Shasta Region. The GoShasta planning effort also includes preparation of an active transportation plan for the city of Redding, developed to meet needs unique to the city. The data collection, policy and program development, public outreach, and project prioritization associated with GoShasta will facilitate regional cohesion between project stakeholders’ efforts and prepare local agency projects for success under the California Transportation Commission’s (CTC’s) Active Transportation Program. RFP Questions & Answers On page 6, the RFP states that Consultants may be invited to interview via telephone at the discretion of SRTA and that presentations will be allowed. Is it your intention for presentations to be given via webinar or conference call? Will in-person interviews be an option? We hope to select the consultant based on the proposals submitted, but if we feel certain aspects require further clarification, then a telephone interview may be required to address those points. On the off chance that a telephone interview is necessary, consultants will have the option of preparing a brief presentation via webinar or conference call, but the presentation must be targeted toward the aspects of the proposal requiring further clarification. If a telephone interview is necessary, SRTA staff may allow consultants more time than stated on p. 6 of the RFP, within reason, to prepare a presentation. No in-person interviews will be allowed. In Task 2.6, up to 10 public workshops are requested, with seven following this distribution: Redding (3), Anderson (1), Shasta Lake (1), Shasta County (2). Can you say more about how the phasing of these workshops is envisioned (e.g. how many rounds of workshops, and the location and number of workshops for each round)? SRTA’s goal is to maximize outreach across communities and demographics in the Shasta Region. The RFP suggests a strategy (see Scope of Work Tasks 2.5 & 2.7) composed of 7-10 workshops, social media, surveys, interviews, etc. We welcome alternative approaches! We want to know what consultants suggest in order to meet SRTA’s goal. If consultants suggest a different mix, weighting, or timing to outreach methods or tools, please itemize differences in the work plan, timeline, and cost proposal worksheet. Also, a brief explanation detailing the benefits of the alternative approach is required. Please note that the selected consultant is expected to present the final plan to the decision-making bodies of GoShasta’s five participating public agencies. How open is SRTA to on-line outreach methods and tools, particularly if they were to replace in-person activities such as workshops? SRTA expects to rely heavily, but not exclusively, on on-line outreach methods and tools. These methods and tools may replace some workshops but not all. To which degree workshops and online outreach methods are employed will depend on arguments presented in the proposal and the consultant’s experience and success rate in deploying such strategies.
