FTA Section 5311(f) provides funding for public transportation equipment and services connecting rural areas to urbanized areas. Caltrans administers the 5311(f) program for California. Applications should be authorized by SRTA. Starting in 2024’s regional transit consolidation efforts, RABA became the sole applicant for 5311(f) in the region. FTA Section 5311(f) regularly provides operating funds for 299X between Burney and Redding, and SRTA and RABA hope to receive funding for the Salmon Runner in future years.
In 2020, SRTA was awarded $600,000 to support operations of the Salmon Runner and Valley Feeder bus routes, which are key components of the North State Intercity Bus System, but the funding was rescinded.
In past years, Caltrans awarded Shasta County Public Works FTA Section 5311(f) funding from 2015-2019 and from 2021-2023 for Burney Express Transit Service operations. SRTA was awarded funding for an ‘airporter’ feasibility study (2016), and First Class Shuttle of Redding was awarded 5311(f) funding for a new shuttle van that took passengers between Redding and Sacramento International Airport (2014). Caltrans transferred the shuttle to Shasta County when First Class Shuttle went out of business.
