FTA Section 5311 is provided to states for the purpose of supporting public transportation in rural areas and providing public transportation opportunities to residents in rural areas (see map) for access to employment, education and health care, shopping and recreation with populations of less than 50,000. Funding is provided on a reimbursement basis. 5311 funding is used to fund transit services in rural portions of Shasta County.
The federal transportation authorization act (MAP-21) expanded 5311 to include the former Jobs Access and Reverse Commute (JARC) program. Due to this broadened eligibility and added funds, other eligible applicants may apply for funds in the future.
